PROJECT BACKGROUND : Ecuador became a Member of GGGI in 2019. GGGI has been supporting the Ministry of Environment, Water and Ecological Transition (MAATE acronym in Spanish) and the Ministry of Economy and Finance (MEF) on climate and sustainable finance for the country to achieve their adaptation and mitigation priorities and the Sustainable Development Goals. To date, GGGI is implementing a project funded by the NDC Partnership to support the MAATE on advancing the implementation of its recently published First National Adaptation Plan (NAP), developing a pipeline of adaptation projects and technical assistance, and designing a large-scale adaptation project to be submitted for funding to the Financial Mechanisms under the United Nations Framework on Climate Change.

As part of the First National Adaptation Plan implementation process, Ecuador requires technical assistance to design a concept note and pre-feasibility studies for a large-scale adaptation project/programme (larger than 250 million USD). This process comprises two stages. The first stage will focus on preparing technical inputs to define the scope of work of the project and generate necessary data and information. The second stage will undertake a prioritized pre-feasibility study and fully develop the concept note of the large-scale adaptation project/programme.

Ecuador’s First National Adaptation Plan (NAP) advanced in the development of climate and oceanic observations and projections, climate risk assessments, designing of adaptation projects and measures, measuring-reporting-verification mechanisms, and funding sustainability strategy(ies). Furthermore, other initiatives are taking place to cover and complement the climate risk assessments developed under the First National Adaptation Plan. For instance, there has been a process to take the biophysical climate risk assessments and collate them with socioeconomic vulnerability to prioritize areas of interest for adaptation action in Ecuador. Additionally, the agriculture and water sectors and the marine-coastal areas will have new climate risk assessments. However, the allocated international financial resources to adaptation planning covered limited areas or systems of the prioritised adaptation sectors. The gaps, needs and further actions identified in the First National Adaptation Plan, along with new initiatives, require additional resources to develop technical inputs that contribute to the development of a Readiness proposal to formulate Ecuador’s Second National Adaptation Plan, which will complement and build upon the best practices, lessons learned, methodologies and information of its predecessor.

OBJECTIVE OF THE ASSIGNMENT : The consultant will develop technical inputs and coordinate stakeholder consultations to validate territories prioritized for adaptation projects in order to design a concept note for a large-scale adaptation project/programme (larger than 250 million USD) and a GCF NAP Readiness & Preparatory Support Programme to formulate Ecuador’s Second National Adaptation Plan.

DELIVERABLES AND APAYMENT SCHEDULE : The activities that the Consultant must carry out are detailed below: Deliverable 1: Work plan

Upon taking on the assignment, the consultant is expected to prepare a Workplan based on early and effective consultations with GGGI and MAATE to develop a work plan outlining the timeline, deadlines, methodology, milestones, validation meetings, and preliminary and final deliverables.

The consultant will prepare meeting minutes that at least include: the date, summary points discussed, agreements, responsible parties, and a list of participants.

The task will be considered completed upon submission and approval by GGGI and MAATE. The work plan will include at most 5 pages plus meeting minutes and be written in Spanish. Expected delivery date: August 4, 2023.

Deliverable 2: Validation of the prioritized territories

The consultant will validate the prioritized territories with the sectorial counterparts in coordination with MAATE. The consultant will take a document and maps that prioritized territories, review it, and prepare presentations tailored to the sectorial counterparts of MAATE for the different adaptation sectors.
